To catch the murderer — a figure that stages victims in mural scenes — a disgraced Homicide detective and his uneasy partner must learn the history of the Delaware River waterfront, navigate homeless encampments of opioid addicts, and uncover the link between foster care and street art that will unriddle the staged crime scenes. 

As the case navigates the politics and societal inequities that have driven Philadelphia's history, the hunt consumes the attention of an entire city.
